Loading Unloading Labour Unions in Kerala - New Avatar ( Packers and Movers by Labour Union)

When it comes to house shifting in Kerala, one of the hassles is the task of dealing with the labour unions in the locality. Why? B'cos, they are given the de-facto rights to load and unload material belonging in a household. 

This vested right given to the labor unions in Kerala are often misused. 

There are many cases of highhandedness by the labour union in Kerala, due to which general public have a love hate relationship with them. This has caused negative perception, people go any length to avoid dealing with these people. 

Two key reasons:

1. They often charge high loading or unloading charges

2. Often they create ruckus, bad mouth, if customers don't oblige 

There are quite number of YouTube videos, TV news report on how it's played out in front of the public. Also, satirical series like Marimayam Series has few episodes about labour union, and of-course Village Office related topics are the butt of their jokes!

This Post is About a New Way of Upgrading the Service as Times are Changing!

Here's a recent scenario which was played near my house in Trivadnrum. Recently, a tenant shifted from her rental place. She told us when when she was leaving and I could see that she shifted most things in her car. 

And, one night around 10PM, I saw a tempo ( a pick up truck with a fairly large bed) inside the compound. And, in that night they shifted all their big furniture, fridge, cot, etc. ( Mission Accomplished, hush hush)

Similar story was played when the new tenant moved in. First I saw the lady of the house bringing many handy stuffs in her car. And, then one night, there was a truck inside the compound with few men, unloading the household stuffs. Again, mission successful! No dealing with local union fellas! Just played out in the dark!

As you see, most people don't want unwanted trouble, especially during house shifting.

In one way - the unions are loosing their money as people find others ways to circumvent them!
So, what's the next best way for labour unions to change! 

This is when I thought of apps on Play store! Even Facebook or Instagram has a more lighter version of their app. ( Instagram Lite!)And, I wonder if something similar could be done here! 


Create a App for Labour Unions for loading and Unloading Work!

In the current scenario,, if I want to hire union guys for shifting, I need to go and see them at their camp, which is usually a shed by the road side.

In Kumarapuram, there's a small shed by the road side, in Mananthala, it's next to the junction and at Kannanmoola, it's near the kannamoola bridge and so forth. 

So, the process of hiring them is tedious. You call them, show them the stuffs, negotiate rates with them, and then strike a deal. After it's done, you have to hire a vehicle and start shifting. This is process with too many hassles!

What if there's a better way, using a mobile app? So, here comes the new age Avatar of Union Folks!

Introducing a Union App for Labour Unions in Kerala! 

What if a new app is introduced which connects users to the labour unions! Here's how it works!

1. Create an App ( in the model of Packers and Movers)

2. Change the current dress code of Union ( No more Blue and Red or Orange color shirt ) Redesign it to a very positive, friendly and lively color. Include women members in their team! 

2. Promote the app through govt sites and news

4. Using the app, a user can book a service under 2 minutes or they can schedule one at a future date.

5. User can tap the location, time and even upload the video of the items to be shifted. Based on the visual date or physical verification, an estimator will come to evaluate the price.( The person who come to estimate can be lady If it's a lady, then it will bring a positive change to the male dominated labour force. 

3. The rates charged will be standardized and in par with the market prices ( Nothing extra) Probably, an additional surcharge for online support, app development, and labour welfare fund, etc) Basically, everything is transparent and hassle free. Also, professional behavior and dealing. 

4. Create a 24/7 tele-customer support team ( one number across Kerala) to take booking or to know the rates, etc. Also, they can get a rough estimate by uploading the a clip of the items to be transported. ( What say? Yes, that's possible. 

5. Once the customer agrees to the estimate, they sign a contract for the work and a token fee can be paid online. The details of the work will be uploaded on the app as  a project. 

6. The person who comes to take the estimate will ask the owner more options. For example, the type of of vehicle required, packaging material, cardboard boxes required, boxes for packing fragile material, also they will have reusable boxes where ceramic plates and cups can be packed) Basically, a modern and scientific way of packing is offered. 

7. Also, they can offer additional service, like cleaning the house after shifting. Dusting, moping, and even slight paint touch-up  so that the house is ready for the next occupant. Here, the union fellas can tie-up with a deep cleaning service provider to get it done or they can do it by themselves as a another service.

8. And, if all goes well, on the designated time, the new friendly and trained labour union fellows will come to their doorstep, and in a methodical way they will shift things from the house. 

And, bingo! People are happy and so are the union folks! 

Welcome to the New Kerala Project for bringing positive change to our state. Its for the people, by the people!

Btw, the existing union setup can work for sometime, focusing on shifting goods ( loading machines or marble or such big stuffs to apartments and biz) This can later can be merged to the app!

Btw, I guess I have to write or share this post to these leading Trade Unions in Kerala and see what they will have to say about this Packers and Movers Idea!

Shall I write to these union offices to know their opinion about my suggestion? What will be their counter point? Btw, what will happen when humanoids becomes common and what if they can lift twice the strenght of human without any fear of physical toil?

My mom has been behind this plant for a long, long time. I head it so, soo many times, that it's time to get this plant from some source or another.

I have seen few videos on YouTube about the purported medicinal benefits. For example, it's used for blood pressure, common cold. However, I'm not seen any video on how to use this plant for medicinal purpose nor the scientific study..

How About a FB Page for Every KSEB Sub Station and Station?

KSEB Status on FB

Couple of days back, power went out in Kumarapuram house. After waiting for sometime, I called the KSEB Office at Medical College. It was coming engaged, engaged and engaged. 

Damit! 

Again dialed and the number was on a perpetual engaged mode! 

So, what's the next best way to get information? This got me thinking, and hopefully, the bigwigs of KSEB should be thinking about!

So, here are few options that came to my mind! 

1. KSEB should start a Facebook Page for every Sub Division and Section. For example, the best and most easy way to create an update on FB Page is by way of a text message on a colored square.( Sample Pic Given Above ) 👆

Any layman or lineman in KSEB will know how to use a colored square. Just choose a background color  can post a simple update any repair work or disruption of work. It's just a 1 minute work. 

2. Set-up a ring tone which says of any electricity disruption. Why can't we use the ring tone to convey a message. Moreover, engaged tone can be customized with a msg that the power is currently disrupted in these areas and it will be resumed in such and such time. ( If it's BSNL connection, then write to them to get such a message) 💡

3. Whatsapp Status ( Not sure how this can be used). Start a  Whatsapp group by each KSEB Section. In, add members who are the well known people or people at the helm of different organizations in the locality. For example, local Councillor, Resident's Association key members, or Circle Inspector of local police station, and other Govt officials is the local area. So, a simple Whatsapp update will help to disperse any information to the people around.

Imagine in a place like Kumarapuram, the current Councillor, Medical college Principal or Warden or any key person, or Manager of Banks ( ICICI, HDFC, SBI, SIB, etc) or parlours like Fair, or Studio 11 at Kumarapuram, and Principal of Govt School or Tennis Academy at Kumarpuram, or Teacher's Training Institute, Priest at St Pious Church, or the Poojari of Ganapathi Temple at Kumarapuram, Ration show owner at Poonthi Road, or Pran Hospital Poonthi, Devi Scans, or the Mowlavi the Mosque at mosque lane or the KIMS Hospital, or the Central School at Aakulam Poonthi Road, etc. If these important people get an instant update, then there's no need for these people to call KSEB. It saves their time, the time of tele-attendant at KSEB! Also, it reduces frustration at both ends!

Creating Pacebook Page for Every Sub Division or Section -  KSEB 

If this idea sounds good, then please do implement if. If you require any Facebook training for your employees, like setting a FB Page and how to use updates, how to use Canva to make simple posters, etc, then I can do it voluntary free of cost. ( All you can do is just wave my EB bill for this month) Only 10K. 😇

P.S I have another suggestion for KSEB. It's about the selection option on the contact us page. 

So, when I tried to find Medical College Section, I found it way too confusing. Probably, I'm new here, or a lay man who can't comprehend the KSEB hieracy or I'm not tech savvy to find out the right source. 

The display and selection on the page goes like this - Circle => Division => Sub Division => Section
( User has to select each option)

Well, I found it a bit confusing. So, what if this is rearranged in a more graphical way so that people can easily click to select the station. I know it's not an easy job, but it could be a task an activity which can given to the public through the KSEB social media page. So, let the young graphic designers on your main Facebook page create a sample and tech. It could be an engagement activity by KSEB and public. What say?

Feed the Brains with Pics

One thing I realized after reading the latest newsletter from Chris Borgan is about feeding the brains. So, what is feeding of the brain? Well, literally it would mean about ideas, concepts and experiences you're exposing to your brain.

For Chris, he has taken up shooting pics, which exposes him to new connections. Probably, one thing leads to another. And, such activities feeds his mind, and fuels us to write and share it. 

Bingo!

I too feel the same, even thought I never thought about it. I take random pics or pics of places and things that I see. Later when I browse the pics, I feel there's a story to tell, a connection to be made.

Many of such picture has resulted in giving fresh ideas or just stuffs on which I can write about. So, no writer's block in me! So, this is one way to feed the brain with new ideas and concepts.

For example, the above two pictures ☝️ were taken when I went to have lemon juice from a nearby chai shop. 

Seeing this, I was thinking about the Trivandrum corporation workers and how they work. And, I wanted to know if they do private work and if they do what would be the charges? 

As we know, they have facilities such as big tanker, tools, experience to clear drain blockages. However, their work is mostly limited to government related or public work. However, they can also undertake emergency private work. For instance, an apartment building gets flooded during heavy rain. So, if there's a number they can call to get help in such situation, then it works for both parties.

There're many requirements for people to get a work done and private people are willing to pay. For instance, a tree feel on the house or it's about to fall, a kitten falls inside the well, or something fell on the roof, or a shop keeper is getting foul smell from the drain and it has to be cleared. All these kind of jobs can be undertaken by the Trivandrum corporation! What say? 

In that case, what would be the charges? Also, how to contact them? Also, the question is ...are they allowed to do private work? And, if they receive payment, does it all go to the government coffer? I think, such work remuneration can be give to them. It would be an incentive to work, an extra payment for them to take as bonus....

What do you say? 

I wish each of their trucks or lorry's had a contact number which private people can call to book their service. And, we the public would be happy to tip for a good work done.

Beef Soup for the Soul!

Hot, Hot Soup

 Recently I started buying soup bones for the ladies of the house. I feel, our help in the kitchen makes excellent beef soup with fresh ingredients, pepper, coriander leaf, dices of carrot and shallots. ( She makes the soup without tasting it as she's allergic to beef)

It's just superb. I wish I could serve such soup to people who visit home. One thing I would like to add to it, bread rolls. Soup and bread roll could be an apt hors d oeuvres. 

If I stayed in an apartment, I would have made this around 11AM and supplied this to many other houses in there! Made some money too in the process! Hundred bucks for a bowl of steaming hot beef soup. And, I would have easily made 1K in 4 hrs! 

Anyways, I wish I could start Soup and Rolls as a side income. 

Menu in Trivandrum could be Beef, Chicken and Veg Soup. And, in B'lore, it could be Chicken and Veg soup!

Traffic Sargent 👮‍♀️ Required at Kumarapuram

 Have you lately driven across Kumarapuram junction during peak hours? 

I think the way traffic in Trivandrum has swelled in the recent past, the effect of this is see in traffic bottlenecks, gridlocks, and rise of high decibel honking..

I hardly honk. Well that's my nature. Sometimes, I feel I should honk more to alert people coming by the bend. Now, you know that I, belong very rare breed of people who are averse to honking.

Do You Honk at Traffic Signals?

I know I asked the wrong question? Most of us out here are honk happy! But, I'm just not made for this! One place honking is not required is at traffic signal, but now that stop has been taken by the fuc*ingaverage honkers. 

Like it or not, we have to leave with it. It's just a way of life here. Perhaps I've crossed a certain age where my noise tolerance levels are dwindling. 

Btw, the arseholes should be send for honking rehabilitation centers where they should be counseled or a honk should be kept right on head. One group of people who has taught people to honk carelessly are the govt vechile drivers, esp cars with MLAs or MPs who run through our narrow roads. Have you lately seen any motoracade of our ministers! It's downright atrocious, the high decibel  level of their honks. ( Someone got to study and report this)

 And, I wonder why no one has taught them the optimal use of honk, when these adults were at school, college or during the driving test. 

This post is NOT about honking on Indian roads, but a service which is much required at Kumarapuram junction.

There's a need for the service of a private Traffic Sargent. By saying traffic sergeant, I mean someone who can manage traffic, guide pedestrians to cross the road and ensure that  ambulances cross the signal without delay. 

But, the big question is this - who's going to pay for her service? Well, it could be a builder who has an apartment in Kumarapuram side ( This Sargent can wear a vest with the name of the sponsor) , a group of shop keepers, or a residents association in Kumarapuram or an individual who can volunteer for this service. 

Ideal and Desired Qualities of a Traffic Sargent ( She Will be the Benchmark)

There's one traffic sargent near Cosmopolitian Hospital. If you've passed that route, there's a good chance you would have seen her, managing traffic in that busy spot.

The way she does her job, her dedication, alertness, is just a class apart. 💯. So, we need clones of her to manage traffic signals. Perhaps, the traffic police department should record her work and use that in traffic management training classes. ( Btw, is there any visual record of good traffic cop?) 

She is the epitome of a person in such a role. Probably, she should be promoted, given special recognition and the way she work should be noted as a benchmark. 

Well, if you wish to see her in action, then you can go near Cosmopolitican Hospital entrance and you'll see how she manages the traffic. The best part of her work is that she is dynamic, and friendly. ( A super performer!)👮‍♀️

Btw, what are specific role of a traffic sergeant at Kumarapuram?🚦

1. Often the vehicles coming from KIMS side,  Poonthi road toward Kumarpuram junction blasts their horn to go to the left ( toward Medical College). Many times when the signal is green to turn left, other vehicles block the way. ( A traffic sergeant should see to this and guide vehicles to keep to the right side of the road) This will give way for cars to take left and turn to Medical College. 

2. Ambulances frequent this road. Often they get struck in the tail of the traffic. A diligent traffic sargant can direct the flow of traffic, such that the ambulances move quickly without waiting in the traffic. 

3. Help pedestrians to cross the road. 

4. Maintain order of vehicles at the traffic stop. 

5. Option to Manage Traffic Signals Manually - The traffic Sargent should have a switch so that he or she can manage the traffic signal when it fails or when there's a contingency to manage the traffic.

For example, if the traffic gets pilled up in one part of the road, then automatic traffic signaling is not effective. In that case, such a person can manually control the red and green signals. In such cases, there's a general rule in traffic rule management, that not all traffic is created equal. For example, in the morning rush hour, one side of the road gets the most traffic, while the other side is relatively less. 

I feel we need intelligent systems which can change the signaling system depending on the time of the day. 


So, what do you think about the ideas of someone sponsoring a traffic cop or sargent at a particular area? Is there any such system in place? For example, big institutions like Infosys and UST can sponsor the person who manages the traffic in front of their campus at Kazhakootam. Likewise, Cosmopolitan Hospital, KIMS, Lulu Mall...etc can pitch in to make things better for pedestrians and vechicle owners.

Gold Price Slide Down Amidst Profit Booking! Bloody Hell No!

One news that's gives me jitters is when gold prices slide. Yes, you heard me right. It's not because I hoard gold in any form, but almost all gold is out there in some bank or private lender! Well, I hate to say that I have pledged it, but that's the cold reality. 

Btw, I don't have to worry too much about it, though it may sound depressing! Reason is that, I have an indomitable spirit to grow! Yes, I'm doing bit-by-bit to earn income from couple of different sources so that I can earn and slowly pay out the gold mortgages.

While writing this, I was thinking of chat to track gold rates or gold mortgage rates. Well, we all love charts as it provides information is a understandable fashion. In this context, I wish banks like South Indian or Federal or ICICI or HDFC has an option in their banking app or site to see the price of gold in a chart format. It's not just gold price, but the price of per gram mortgage rate.

This is a major flaw with most people. Especially for those who have achieved pinnacle of growth during their earlier phase of life. And, with such achievement, comes some sort of over confidence, lethargy and clout. 

In simple words, we tend to sit on our wreath of achievements, without taking some time to grow, learn and unlearn. 


I got this poster from a whatsapp message on my family group. Usually, it's a bunch of forwards which I delete without giving it a second look. However, this one got my attention. And, so I decided to print this and stick to one of the notice board I plan to keep at different spots of my house.

Coffee Drive with our Hugo

Sometimes, I wish there's a drive-in place for pet owners to go out, have a coffee, walk their dog, interact with out dog owners. 

Well, some place near Kazhakuttom beach side property or towards Karakulam, Nedumangadu side would be ideal. One thing important thing for any such space is good parking space for cars, space for walking the dog, benches for relaxation of the pet owners, and other amenities. Btw, our shitzu dog likes sweet potatoes. And, my partner boils sweet potato, mashes it and then mixes it with different food to make it appetizing for her. The usual items are chicken, fish, liver and sausage. And, is such a dog walk centre makes such types of unique and fresh dog food, then it would be a thriving biz and these pets would love it.

Books to Read - Recommendations from Influencers

 What kind of books do you read? I mean the non-fiction ones! I keep seeing reels by many honchos which suggest many different books to read and I thought of compiling it here for my reference. And, hopefully, when I visit Blossoms Book Store in Bangalore, I won't run out of titles to buy.

Onam Vibe 2024

Onam Special - Seasons Change &  Home Screen Changes!

 Another Onam is here! For the state of Kerala, it's not a typical Onam. Here, Govt of Kerala had earlier  announced the cancellation of full scale onam celebration on account of Wayanad landslide, and in remembrance of people who lost their lives. 

How's Onam for you?


Today's Onam is so, so different from the Onam I can remember of. Well, people of my age ( in 50's can relate to it).

Now, we have Alexa playing Onam songs, new age online shops and big  super-markets are really making a big harvest out of this season. ( It's money, and money only)

I fell, all major festivities has lost it's real significance has it turned to a shopping fest! It's just brazen commercialization of all festivals.

Commercial sense has taken over the human sense. It's ads on TV, on newspaper, textile shops are packed with people buying clothes and more. Are we happy at the end of the day with all these buying! I hope it fulfills some part of the human need to have more, or to keep up with the Jones!

In all these Onam celebration around, I just wished that someone invited me to their home for a Onam feast, have a drink, share a talk. But, that's not the case. It's not just me. For many middle class or lower middle class folks. 

However, many families are coming together for onam sadya. I feel such people will find much more happiness that those family which end up having sadya all by themselves.

Situational Awareness Mode in Cars

I guess it won't be long, when cars on the road will be way more smarter than just mechanical boxes. Well, I mean it will be way much smarter than the current Tesla cars. In fact, the cars will have in built AI systems which will take control of the driving when there's a risky driving behavior or situation and guide the car to a safe spot.

 For example, anti collision system, or systems which will slow down the car when a driver accidentally slams the gas pedal. 

I thought of this after reading about a car collision which came in newspaper couple of weeks back. It happened in Kochi, when a person who test drove, lost control of the car and rammed into another car from the opposite side and then it crashed to another high-end Benz car. Due to this collision, the two high end car resulted in extensive damage. 

Imagine such scenarios. We have heard many reports of drivers loosing control while driving. It can happen when they fall asleep while driving or when they loose control when they try to avert hitting another vehicle, or human or animal on the road. And, few times accidents has happened right at the showroom when the driver takes the car outside the showroom. Bang! 

Why Cars Looses Control? 

Probably, the driver of the car accidentally presses the gas pedal or for some reason they wrongly read the road and traffic. Whatever may be the reason, the car looses control. 

In current scenario, there's no automatic safety mechanism to stop such a driving. So, what could be a better option in a car? What if there's built-in AI system that can sense such acceleration and diverts the accident with a slow down system? It could the sixth sense AI system! 

New Safety Switch in Cars ( Compulsory) 

What if all the cars come with a mandatory safety button. By this button, all cars will have systems which will read the driving behavior, road senario and avert any collision or instances when cars go beyond a certain speed limit.

When this switch is on ON mode, it will reduce the engine speed, make the driver go on a moderate speed. It can be made mandatory for cars, till it runs for 5000km. So, what it means is that, a driver owning a new car will get used to the driving, controls and road grip etc.

This will also help when vehicles are given for test drive. It won't jump from 0 to 80 in 5 sec or so. also, any wrong pressing on the gas pedal won't result in jetting out into another lane. 

All modes will function for safety as if a novice driver is driving.

A Primer on 2024 -Let's open up 

Have you thought how this song by ABBA rings true for many single moms and dads? Well, not just single mom or dad's. There are many married men and women who are lonely and left alone. What about spouses who are away for a long time?

I often wonder if there were sites or forums where single people in their 40's and 50's and 60's could safely hang around and find suitable companions or find people with whom they can have safe conversation!

Well, the biggest concern which stop people in this age group from meeting new people is privacy, and safety! If that part is addressed, then that could open the flood gates of senior meetups, dating and romance. Also, there are chances that single people can find partners for a night or for week or for a long term relationship. 

Why Single Parents Choose to Limit Themselves?

 This is the usual reality of single parent. They usually have to bottle all the emotions for the sake of family.

 Why should they lead a lonely existence in a world where there many feelings to be experienced. Why the F*ck should they bottle their emotion for the sake of public image? Security/Safety of single moms! All b'cos, safety and privacy is this world are real issues and wrong relationship or meeting a wrong person can put many things under risk!

Sometimes, I wonder why our society is skewed with 18th century morals and standards when we are in 2024! Yes, you heard me right! We are in 2024!

New Gen Foodpreneurs: Revolutionizing Street Eats with Trendy Food Trucks and Roadside Delights

 After Covid many equations and social norms have changed in Trivandrum. For example, I see more small biz ventures from new gen kids. Also, I find many young girls at chai shops, and many girl gangs going around in Trivandrum late at night, hanging around with friends. ( wish I was much younger )

Kerala’s E-District Automation Can Cut the Workload in Half for Village Officers!

This is first of the series related to suggestions to make the work process smarter in a Village Office in Kerala I usually write things based on what comes to mind or based on such some assumptions.  But, this post, is based on the first-hand experience on the job as a village officers and my understanding of the typical work-load faced by Village Officers in Kerala. 

Quick Primer about the Public Perception about Village Office

Village Offices are generally seen in a bad light by the public. Any doubt about it! I mean the general perception is like that!

The  reason for the negative perception towards govt officials are from the experiences aired by public. One reason is that bureaucratic process and delay makes it frustrating for people to get things on time. Second is that public think that govt officials find some loophole in the rules to delay the process or reject the application. Finally, these days Whatsapp video clip of bribery by village office staff  caught on camera has compounded this negative bias. After all, the negative news travel faster!

These days, at least one incident a month related to bribery appears on newspaper and on TV and it spread across social media. The news hungry online channels are ready to lap anything that's negative and splashes it across their channels! 

Stop Excess Publicity of Negative Stories 
The key culprit starts with the video footage. These days, vigilance officers shoot the entire proceeding of trapping govt officials on camera. The footage usually shows the officials with the bribe money surrounded by gleaming officials. And, once the thing is captured and share outside, then such news travel fast! 

 I firmly think such incidents should not be give too much online coverage. Capturing the proceeding on video is fine as a record, but sharing it to the outside world is not in the best interest of people affected, for the govt and public.

Though, it's a wrong doing act by a public officer, sharing glaring images leads to personal stress and putting such a mark all through their life. What's the need for that?

 Moreover, it badly effects the person, his family, for the colleagues, the Revenue Department, and it impacts the public image toward the staff and office. ( ഒരു തെറ്റ് ചെയ്തു, അത് ആർക്കും സംഭവിക്കാം - എന്നെ അധികം ക്രൂശിക്കരുത്) I

I know many will differ with my opinion, however, I feel it this way!

So, who is the primary culprit? How to reduce such incidents?

Well, it's easy to pin point the fault at the Village officers or staff. But, what are the other reasons or circumstances ( സാഹചര്യങ്ങൾ ) that are driving them to take bribe? . How can we streamline the work of village officer so that we can make the work more organized and process oriented. ( I I'm interested in this part of the process👆)

Work Profile at Village Office 

Here's an interesting stats from Hindu daily reported in 2019. It says that "4.83 crore certificates have been issued, over the past six years" Just look at the sheer number of certificates approved through Edistrict site by various offices and departments!

If we look at the number of village offices in Kerala, Wiki has this answer. According to Wiki,there are 78 taluks with 1670 villages. That means, 1600 odd villages officers, plus staff in villages which are the core strength of the Revenue department. 

Village Officers are endowed in a multi-faceted role at the grass root level. Out of the many duties, one key task is the task of approving certificates. The certificates are usually requested through Akshaya centers or through jana sevaka kendram. Once a certificate is uploaded, it comes to the villages officers login in the portal called E-district kerala.

Through this post, I'm suggesting a 3 or 4 different solution to reduce repetitive work, hoping that this reduction will help Village  Officers to perform better and enable them to focus on more important work.


Background of Work in a Village Office

As you are aware, Village Officers handle a multitude of tasks, and one of it is the issuance of various certificates. Overall some 23 types of certificates are issued by the village officers. Out of that certificates like Caste (OBC) and community certificates (SC/ST) are important, as this gives different benefits to people. 

For the public, certificates are required for many purposes. From school to college admission, for applying for senior  citizen pension or applying for priority ration card, and many applying for social benefit schemes. As per the current process, Village Officer will manually verify credentials based on supporting document, such as school certificates of parents, ration, aadhar card, govt issued certificate, and in some cases even conduct local inspection and furnish a report.

For all these work, village officer is the primary responsible agent of the government As a key person, he or she can get into trouble if there's a mistake in issuing certificate! Each certificate is like a Sword of Damocles! It can go wrong as some wrong judgement can even result in memo or even higher disciplinary action. ⚔️

What are the Current Challenges faced by Village Officers:

1. There many criteria for issuing a certificate.  It's difficult for a person burdened with many responsibilities to know all the rules, latest amendments at his or her fingertips. Even thought there's a guide in the form of Village Officers Manual, the modification to any rule is not included. 

2. Work load pressure and distractions are too many. The pressure to perform, public requests, site visits, etc can overwhelm a  newly promoted Village Officer. It often leads to tension and stress for the freshers as they take time to adjust to the new scenario.

Btw, I wish the VO's are given a week's time to get adjusted to the new office. (Well, that's not possible with an acute shortage of staff)

A newly promoted VO's are often faced with a barrage of pending work, plus, there are certificates that gets piled up on the E-district. Also, these days public are restless and have no qualms to call Village Officers at any time of the day or night to enquire about the certificate. What all can a person do in  day!

3. Apart from the public requests for certificate, there are immediate requests from Taluk office, Collectorate, Court, Police Station ( for scene plan), meeting, Online and offline meeting, Land Acquistion related task, survey related field visit, incidents that happen within the village and what not! 😖

On top of it, if there are natural calamities in the area, then village officers are the first person to arrange all the ground work. Also, there are Election related work, law and order problem, and any thing that affects their village. 

Proposed Solutions To Automate and Reduce the Workload

To address these challenges, I propose Three Fold Plan :

1. Automation with (AI) algorithms ( Tired of Manual Verification? Kerala’s E-District Automation Could Be the Lifesaver for Village Offices!

2. Online  help documents ( Information at their finger tips)

3. Instant Chat Support ( Centralized support system for Village Officers)


Edistrict - Smart Automation 

The main goal of this proposal is to introduce work automation or AI. In my perception, any automation will reduce the manual work, alleviate unnecessary tension, minimize backlogs, bring standardized process (SOP) and reduce the delay in the issue of certificate. 


1. Automation with (AI)

 With the introduction of AI camera, people in this state have a fair idea about the way AI works. Even a common man knows that the smarter camera is able to send traffic chellan with the proof. Yes, that's the way AI technology can read things, judge things and make a decision, often better than a human eye! 

Document Scanning and Verification:

The E-District application can be upgraded with OCR technology (Optical Character Recognition). So, what is OCR Technology? OCR technology enables machines to read and extract data from scanned documents, image files, or handwritten text. ( More info in this link)

This system can instantly read the documents attached as proof, check the eligibility of the applicants based on predefined criteria. What you say?

Currently, such systems are used in many govt departments and private offices. 

b. Automated Rejection and Initiating Re-submission:

In cases where scanned documents are unclear or critical information is missing, the system will automatically reject the application and request for re-submission with the required documents. This reduces the need for manual intervention and speeds up the process.

C Quick Clearance 

 If the supporting documents are in order, and sufficient proof is submitted, then the built-in AI tool will automatically tick all the requisites and send the application for approval. Either the VO can do a quick recheck or it can directly approve the certificate. In case of 100% automated process, the application approval can happens in seconds. 

For example - there are cases when people apply for a certificate even when the certificate validity is not over. In such cases, the tool can instantly check the prior certificate and approve the certificate without any manual intervention.  For instance, income certificate once issued is valid for one year. 
( This is just one scenario on how fast approvals can be done by AI) 

d. Handling Complex Cases:

In case the application which does not have clear documentary proof, or in cases this applicant is applying Community certificate or Caste Certificate for the first time, then the system can flag these for detailed verification by Village Officers. This ensures that only the more straightforward cases are automated, while complex cases are given a first-hand verification.

2. Comprehensive Help Documents on E-district Portal

This one is simple to implement. The idea is to update all documents for quick reference in edistrict platform. ( MUST IMPLEMENT SUGGESTION)

a. Centralized Help Document Repository:

The E-District managing team can compile all relevant documents and criteria pertaining to various certificates into a centralized, easily accessible repository on e-district platform. This set of document (s) should include a simple help document available in both English and Malayalam.It will be a single-post reference to clear all doubts.

 Currently, village officers refer to the Village Officers Manual and other circulars, check other VO's for tips, or refer to documents for approving the certificate. This takes considerable time as it's not standardized process.

b. Categorization and Search Functionality:

Each caste and community can be listed under appropriate headings (e.g., OBC) with clear eligibility criteria. Additionally, a search option can be included where users can type the caste name and instantly receive information regarding its eligibility. Also, keep a faq section for each menu which can clear many common doubts. Moreover, a comprehensive and updated help guide will be the much needed guide to all the queires.

One suggestions here ! Don' t make the help document too complicated like certain rules in KSR. Make it very clear! For this, we need some clear headed people to chalk out the plan!  

Instant Chat Support
    
  There are many expert Village Officers who are honest people and who know the in and outs of the rules for the issue of certificate. So, what's required is to find these people,two or three or more, and keep them as experts who can answer to any requests received online 

For this, edistrict should have a seperate log-in or app for village officers to request for information. The people at the help desk could be retired hands who can provide correct information. Also, all the chats will be saved for quick reference. 

3. 24/7 Call Centre for Certificate

  How about creating a call support services,which will work 24/7 with a helpline number. All the certificates will first come to this call centre and only certain others will be routed to village officers log-in. Also, all the calls with regard to the certificates will be heard by this call centre. Certificate enquiry will be handed by this call centre. Now, village officer who has a official number has to address such calls. 

With the implementation of call centre, the work load will be halfed and the process will be faster. Also, public can call this centre at any time and check the status of the application! Any initial correction, document requirements will be communicated by the call centre to the indivividual. Only when the cases require site visit and report, VO comes int the picture.

Such a system will take more than half of the work load of the village officers. I think with this suggestion, village officers will put haram (Povu chanda) on me. I just thought of a scene where Jagathy Sreekumar says about this. 😃


Key 4 Benefits for village officers and for revenue department:

1. Significant reduction in workload for Village Officers. Happy working!

2. Decrease in processing time, leading to better public image

3. Reduction in errors and inconsistencies.Automated systems are less prone to human errors, ensuring more accurate certificate issuance.

4. Increased productivity for Village Officers. If help documents are uploaded on the platform for reference, will save time collecting and storing paper records. 

5. Immediate access to up-to-date information. ( Knowledge of latest rules at the finger tips). 

Benefit for Akshya Centres/Janaseveka Kendrams and for public


1.Information and eligibility criteria on the site will be a ready reckoner 

2. Immediate scrutiny help in better service to the public 

3. Public too will be well informed about the criteria. When an individual uses edistrict platform to request an application, the tool will prompt the list of documents to be uploaded as proof. So, such clear cut and intuitive application saves time and provides first-hand information. 

Implementing these solutions will have several positive social impact:

Time Savings:

✅ Automation will be able to handle routine checks and verification, allowing Village Officers to focus on more critical tasks.

✅ Quick reference help documents will save time spent on manual searches.

✅ Clear guidelines in help documents will minimize misunderstandings and mistakes.

Improved Work-Life Balance for Village Officers

Reduced workload will prevent officers from having to work extra hours, thereby improving their health and well-being. These days, I think most vo's in Kerala has only work, all imbalance. The current method of work is toxic for many employees, F**king   system. 

Public pressure and harassment will be minimized as the process becomes more transparent and efficient.

Enhanced Productivity:

Once the process is streamlined ( with VFO) Village Officers can dedicate more time to field work, or attend to more critical tasks, thereby enabling better governance.

Streamlined processes will lead to faster turnaround times for certificate issuance, enhancing public satisfaction.

Cost Savings:


Efficient use of time translates to cost savings for the government, as fewer resources will be needed to handle the same volume of work.

Long-term savings from reduced errors and quicker processes.

Appeal to Authorities

I appeal to the collectors, secretaries, and IT mission teams to consider the immense potential of this proposal. By investing in automation and comprehensive documentation, we can revolutionize the way Village Offices operate, leading to significant improvements in efficiency, accuracy, and employee well-being.

Furthermore, these advancements will position our administrative processes as a model for others to emulate, showcasing our commitment to innovation and public service excellence. ( The Govt can showcase it in the next election about the way it's geared to help common man with smart and faster clearance of certificates)

In conclusion, I hope this proposal is given due consideration and that steps are taken to implement these suggestions. I am confident that with the collective efforts of the relevant authorities, we can bring about a trans-formative change in the functioning of Village Offices.

N:B - One stop online help document is a key thing which can solve and help most doubts and confusion related to the issue of certificate. Also, this document should be updated on a weekly basis to add changes and to make it easy! MAKE IT SIMPLE, STUPID!  

Another tip which I picked from Chris Borgan's newsletter is this line -  You don’t get extra points for doing things the hard way. Based on this line, I feel it's high time Govt takes steps to change the 100% manual verification process to an automated or semi-automatic process.
